This Job Opportunity is being announced as both a Licensed Professional Mental Health Counselor and a Social Worker. This vacancy can be filled by either a Licensed Professional Mental Health Counselor or Social Worker. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. Hold a master's or doctoral degree in: Clinical Mental Health Counseling; Clinical Rehabilitation Counseling; Clinical Mental Health Counseling and Clinical Rehabilitation Counseling; or a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling fields include, but are not limited to Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling. CACREP defines the date when graduates are considered to have graduated from a CACREP accredited program. Additional information may be obtained from http://www.cacrep.org/directory/. NOTE: Traditional Rehabilitation counseling programs that are accredited by CACREP do not meet the LPMHC qualification standards as Traditional Rehabilitation counseling differs from Clinical Rehabilitation counseling. Licensure. Persons hired or reassigned to LPMHC positions in the GS-0101 series in VHA must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment. NOTE: It is VHA policy that a LPMHC who does not yet have a license that allows\ independent practice must be supervised by a licensed independent practitioner of the same discipline who is a VA staff member and who has access to the electronic health record. Physical Requirements. See VA Directive and Handbook 5019. English Language Proficiency. LPMHCs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3.j. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates. Licensed Professional Mental Health Counselor (Program Coordinator), GS-12 Experience, Education and Licensure. In addition to the basic requirements, candidates must have at least one year of progressively complex experience equivalent to the S-11 grade level. Experience must have been in a major specialty treatment program area such as, but not limited to, Post Traumatic Stress Disorder (PTSD), mental health intensive case management (MHICM) or other areas of equivalent scope and complexity. Experience must demonstrate possession of advanced practice skills and judgement, demonstrating progressively more professional competency. Demonstrated Knowledge, Skills, and Abilities. In addition to meeting the KSAs for the GS-11 grade level, the candidate must demonstrate all of the KSAs below: In depth knowledge of the program coordinated,and demonstrated knowledge and ability to write policies procedures and or practice guidelines for the program. Ability to make key decisions in the hiring and identification of top candidates. Ability to provide leadership in facilitating the process of coordinating program consults, assessments, admissions, care assignments and discharges. Ability to provide subject matter consultation to other colleagues and trainees within the field of counseling working on an interdisciplinary team. The Serious Mental Illness Program Coordinator and Case Manager (SMI-C) is a Program Coordinator whose primary responsibilities are to provide clinical evidence based services and interventions; program development; Veteran and staff education on mental health; resource development; continuous quality improvement activities; and evaluation/consultation. The incumbent is administratively responsible for the clinical programming and daily operations of the SMI programs. Duties include but are not limited to the following: Develops and implements the SMI specific to his/her area of assignment and insures compliance and collaboration with local facility and the VA Central Office Program directive and initiatives. Administers information and analytical systems to evaluate and enhance the quality of service provided to Veterans. Develops and implements information systems to track service activities including visits, referrals, demographics, and Veteran satisfaction. Develops implements and evaluates clinical guidelines and protocols to establish appropriate utilization of services. Manages a full clinical workload including psychosocial/diagnostic assessment which includes diagnoses, interventions and treatment plans. Provides therapeutic interventions that are consistent with the psychosocial assessment. These include but are not limited to case coordination services, individual/group/family counseling, financial assessment, planning and intervention, crisis intervention, resource referral, continuity of care planning, client/family education and advocacy and quality improvement. Incumbent demonstrates the ability to conceptualize, communicate, prescribe and provide intervention to patient and/or family. Serves as the major consultant for information on negotiating the complex processes Veterans and families encounter when interacting with government and community agencies related to SMI and general Mental Health. Incumbent will be responsible for the recovery and rehabilitation-oriented programs focused on Veterans with an SMI and general Mental Health diagnosis Incumbent completes advance care planning and goals of care conversations for patients with SMI and general Mental Health diagnosis Incumbent with provide Social skills training is an evidence-based psychosocial intervention. Creates educational tools, develops programs and implements training focused on SMI and general mental health needs/issues. Serves as the major consultant for information on negotiating the complex processes Veterans and families encounter when interacting with government and community agencies related to SMI and general Mental Health. Develops a library of SMI and general Mental Health support information material for distribution through the various inpatient/outpatient and specialty clinic settings. Educational material must be specific to the age group serviced in the clinic. Evaluates program progress and outcomes and utilizes data to continuously modify and improve the program and processes Participates in a rotation of on-call Social workers/Licensed professional mental health counselors for Emergency Department.
