The Licensed Marriage and Family Therapist Program Manager has direct responsibility for the health and safety of Veterans in the Sheridan VA HCS outpatient mental health Behavioral Health Interdisciplinary Program (BHIP). The position includes program management responsibilities which include the operation and management of key clinical programs within Sheridan VA HCS's outpatient mental health programs. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Candidates must meet one of the following: (1) Hold a master's degree or doctoral degree in marriage and family therapy from a program approved by COAMFTE. (2) Hold a master's degree or doctoral degree in marriage and family therapy from a MFT program from a regionally accredited institution, OR (3) Hold a master's degree or doctoral degree in a comparable mental health degree (Licensed Professional Mental Health Counselor, Social Work, Psychiatric Nursing, Psychology, and Psychiatry) that meets the current VA qualification standard of that profession. Licensure: Must hold a full, current, and unrestricted MFT license to independently practice marriage and family therapy in a State. English Language Proficiency. MFTs must be proficient in spoken and written English. Grade Determinations: Marriage and Family Therapist (Program Manager), GS-13 (a) Experience, Education, and Licensure. In addition to the basic requirements, completion of one year of progressively responsible assignments and experience equivalent to that equivalent to the GS-12 grade level which demonstrates knowledge, skills, and abilities that are directly related to the specific assignment. MFT Program Manager must have graduated from a COAMFTE approved program OR have passed the AMFTRB examination. MFT Program Manager must have five years of post- licensed clinical experience in family systems theory/therapy and must demonstrate possession of advanced practice skills and judgment, demonstrating progressive professional competency and expertise. MFT Program Manager must have an AAMFT Approved Supervisor credential. (b) Demonstrated KSAs. In addition to meeting the KSAs for GS-13 grade level, the candidate must demonstrate all of the KSAs below: Skill in assessing qualifications and abilities of current and prospective employees to include staff performance evaluation and may include evaluations of lower level assignments and support staff. Ability to facilitate professional development of other MFTs across programs/or locations (i.e. CBOC, outpatient clinics, etc.) and guide them in current practice guidelines. Ability to collaborate with leaders of other disciplines within facilities, the community, VISN, and VACO. Skill in managing and directing the work of others to accomplish program goals and objectives, reporting requirements and the ability to devise ways to adapt work operations to new and changing programs, staffing and budget requirements. This includes knowledge of VA policy and procedures as well as fair, principled and decisive leadership practices. Ability to analyze organizational and operational problems and to develop and implement solutions that result in sound operation of the program. Ability to clinically supervise in areas related to the provision of marital and family therapy services to accomplish organizational goals and objectives. (c) Assignments.1. MFT Program Managers have broad program management responsibilities which include the operation and management of key clinical, training, or administrative programs. Responsibilities include development and implementation of programs, policies and procedures; oversight of administrative and programmatic resources; and monitoring of outcomes using a data driven quality assurance process. Decisions made affect staff and other resources associated with the programs managed and are made while exercising wide latitude and independent judgment. Such programs deliver specialized, complex, highly professional services that are important program components and significantly impact the health care provided to Veterans and their families. They have responsibility for staffing, work assignments, budget, clinical services provided and admission criteria for the program, day-to-day program operations and all reporting requirements. Additionally, program managers at this grade generally have collateral assignments determined by the needs of the local facility, RCS/Vet Center, the VISN, and or VACO.2. MFT Program Managers may also have full responsibility for oversight of the professional practice of MFTs to assure the highest quality of mental health care provided to Veterans and their families throughout the facility and affiliated clinics. This responsibility also includes insuring that all MFTs in the facility and its affiliated clinics meet the requirements of this qualification standard. At this advanced performance level, GS-13 MFTs are licensed to independently provide marital and family therapy services with program management responsibilities. Marriage and Family Therapist, QUALIFICATION STANDARD GS-0101, Veterans Health Administration Physical Requirements: This position provides direct services to patients and their families through casework. Incumbents must be physically and mentally able to efficiently perform the essential functions of the position without hazard to themselves or others. Normal work of the position requires visual acuity (with the ability to read typewritten characters without strain, corrective lenses permitted), keen hearing (aid permitted), clear distinctive speech, and manual dexterity. This position requires potentially moderate levels of lifting and carrying (15-44 pounds). The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. The incumbent has direct administrative and professional supervision of interdisciplinary staff assigned or annexed to the outpatient mental health programs (e.g. Nurse Practitioners, Secretarial staff, Nurse managers, Licensed Independent Providers, Nursing Staff, Addiction Therapists, and Peer Support Specialists). Responsibilities also include: - Considering all factors in assessing the needs of Veterans receiving care in the outpatient mental health clinic. The outpatient program has substance abuse care, dual diagnosis, posttraumatic stress disorder, and serious mental illness programs from which to choose.\n- Coordinating the Quality Improvement Program with the outpatient mental health clinic to enhance performance in the program as well a meet or exceed regulatory agency standards.\n- The incumbent will plan work to be accomplished by clinical staff, groups/classes for Veterans, staff training, to be completed within a designated time frame.\n- The incumbent will assign work based on priorities, consideration of difficulty and the capabilities of the employees.\n- The incumbent will evaluate work performance on a continuous basis, providing oral and written feedback when indicated.\n- The incumbent will give advice, counsel or instructions to employees on work and administrative matters.\n- The incumbent will interview candidates for vacancy positions and recommend appointments.\n- The incumbent will hear and resolve complaints, refer group grievances and serious, unresolved complaints to a higher level.\n- Effect minor disciplinary measures and recommend action for more serious cases.\n- The incumbent counsels Veterans participating in the outpatient mental health services with group and individual interactions specific to PTSD specialty care services.\n- The incumbent makes assessments of the veterans referred and the type and scope of services required by each Veteran with specialty PTSD treatment needs. They use Evidence Based Practice models to provide specialty PTSD treatment. They represent the VA and Mental Health Leadership to the community, residents, families, agencies, legislators, surveying bodies and other VA's. They advise Senior Mental Health Leadership of any issues which need to be resolved on a higher level.\n- Provides educational leadership guidance and consultation to staffs of units to which assigned and identifies and arranges\n- May provide additional clinical supervision to various disciplines and levels of training, including trainees seeking licensure for development and training needs.\n- Serves as a consultant to other medical center staff and trainees, particularly related to the Mental Health Outpatient treatment setting.\n- As necessary, develops and provides in-service education to bring an awareness to the Healthcare System staff of the veterans' perceptions of their healthcare experience, thereby contributing to improved staff understanding and attitude.\n- Offers consultation to colleagues and students on the psychosocial treatment of patients treated in specialty areas, rendering professional opinions based on experience and expertise and role modeling effective practice skills.\n- Demonstrates the ability to teach and mentor staff and students in the special area of practice and to provide supervision for licensure or specialty certifications.\nIdentifies the elements of clinical or administrative practices that contribute or create an atmosphere for customer dissatisfaction, and recommends changes that will reduce or eliminate justified complaints.\n- Is responsible for timely completion of all clinical charting and documentation required by the Medical Center or healthcare system, as appropriate.\n- May present outcome data and research at VA and regional or national scientific or professional meetings, as appropriate.\n- May serve on Medical Center or Healthcare System, VISN, and/or National VA committees or task forces.\n- Actively participates in leadership roles on local, state, and national professional organizations.\n- Represents the Medical Center or Healthcare System at professional/program community group/events and committees.\n- May be required to attend meetings, conferences, trainings, seminars, or other events that may require travel and overnight stays.
